Lockable Disconnect. [RE-wrenches]

In CA, PG&E will not allow fuses or breakers in the disconnects because they do not want anything in there that a user would need to get to. PG&E locks the box closed in the on position until and if they ever need to switch it off. 

Also, I think these boxes need to have a hole drilled in them to lock in the on position, but there is a handy center-punched spot to do it. A simple matter.
