Blake G is correct that PGE now requires grid support inverters.
Their portal drop-down menu of approved inverters no longer includes the SB6000US.
They won't let you use what's no longer on their approved list.
You will want to use, or at least claim to use, the SBSE5.8-US-50.
That's what I had to do for the same issue as you.
Or it may be easier to just claim you used the original equipment.
