Not exactly. The BMS balance circuit reduces current (example 300ma) to any cell that has reached the balance voltage setting (example 3.55v) while other lower SoC cells in series continue charging. 

If a cell reaches the over voltage protection limit (about 3.8V for LFP), the BMS will disable all current flow. All batteries in series with this battery will stop charging due to the open circuit BMS. This can quickly cause a series battery bank to become out of balance. A battery balancer like Victron is very effective in preventing this.

When a cell in the battery reaches full charge the circuit bypasses that cell with a top balance current making the whole battery drop to that top balance current.  any battery connected in series with that battery is forced to that current, such that it will have to charge at the top balance current of the first battery to go to top balance current.  best thing is to use a 48 volt lithium battery.  If you must use these batteries use a good battery balancer, Victron is the best but still not as a 48 volt battery.
