The funny thing about requiring a disconnect on both sides of the meter is
that the meter is only energized from one source - the utility. And for
that matter, 230.82 permits a meter to be on the supply side of a service
disconnect (it sounds like you were proposing the meter would be on the
load side of the PV System Disconnect). Anything having to do with the
arrangement between a meter and a disconnect (or disconnects) is either a
local amendment, utility requirement or an incentive program requirement.
Couldn't you even have a meter with no disconnect (as far as the NEC is
concerned)?
