Good questions Mark.

i've seen distribution feeder voltages adjusted at the substation, as a
result of customer complaints, in rare cases. It is fairly common, however,
for utilities to make seasonal adjustments at the substation level.

The more common method is to respond to customer inquiry/complaints, of high
or low voltage, by measuring & monitoring voltage at the service. If the
voltage is found to be out of tolerance one way or the other, they either
use different taps on the transformer or replace the transformer to bring it
into range.

How do utilites go about adjusting the voltage at any given site? Adjustable
taps on the transformers on the poles? Do they have to go back to the
nearest sub-station? Re-arrange the distrubution of customers across
differenat areas of the grid.
