[RE-wrenches] Installer's grant

Bill,

In Ohio, self installs get zero incentive at present.  To qualify for 
the grant, an installer must be certified by the State.  No 
unqualified installers can get the grant.

Doesn't getting a zero incentive seem a bit overkill?
