Jeff,
The "urge to converge" is human nature (John Locke) and has definitely come
to the PV industry (see Rogol's commentary in June 2008 Photon
International). I think an installers trade association is part of that
urge, but I also think that PV manufacturer oversight is a single issue that
will happen faster if an existing organization and a CPUC champion pushed
for it. What organization? Who is the CPUC champion?
