The US Navy uses an ungrounded 2 wire power system. Its good enough for
our boys in blue but its too much cheaper and safer for the rest of us.

If we did not reference one side of the array to ground, and as long as 
there is not a ground fault you could touch either one of the wires 
alone and feel nothing. Many European countries do not ground one of 
their hot conductors and many people feel this is a safer way to do 
things. The story I heard is this was done so the contractors, unions 
and wire manufactures could make more money with everyone running 3 
conductors (H/N/G) rather than two conductors (H/H).
