This scenario raises a few questions: Are these direct-bury rated
cables? Did they extend up the side of the pole? Was this a grid tie system?
I wonder what voltage and amperage is fatal to your average family horse,
or for that matter the family puppy? I know we've heard about squirrels
chewing cable. It seems to me that we need to consider safety to and
damage from animals as well, domestic and wild. You are fortunate that the
horse was not killed or injured.

PS: This reminds me of an older residence were we tied into a
meter/main/combo for a grid tie. There was an exposed hot wire below the
panel, right above a ground wire. A series of mice had stood on the ground
wire and touched the hot wire attempting to wriggle into a hole in the
wall. There was a little pile of dead mice that did not survive this "trap."

PPS: Also reminds me of the story about how my grouchy old Grandfather
kept the dogs out of the trash cans with an extension cord, with one end to
the trash cans and the other on a metal railing. Unfortunately he forgot
to disconnect it one trash day. There was an old WWI vet with a hook in
place of his right hand that picked up the trash. He was pretty upset when
he got one of those hot wire nicks in his hook!
