tax credits for used PV [RE-wrenches]

Does anyone know whether the Feds allow a homeowner or business owner to
take the federal Investment Tax Credit on the purchase of used PV modules?
I've read the text in the IRS 5695 (residential) and 3468 (commercial) tax
forms and they make no mention of the credit applying only to new equipment.
