Joel,-- If they can cut the mustard. Also no one is denied anything. If an  
individual wants to do their own thing-no problem. If they want to be  
professional and charge money , that's another thing. That is they are subject  to 
local jurisdiction.  And both Bob-O and Ezra made it clear what the  board policy 
is.
