NABCEP again (was opportunity to address pumbing code issues) [RE-wrenches]

Since 2001, NABCEP said that certification is voluntary, yet NABCEP 
certification requirements keep popping up. Does NABCEP actively refuse to 
allow jurisdictions to require certification?
