warranty issues [RE-wrenches]

HI Doug,

How do you handle (or recommend handling) the 10 yr warranty in  
dealing with batteries?
I'm talking the california CSI program.

As an aside.  I sure wonder how the meter folks who got their  
equipment required for systems to not be required  to have the 10 yr  
warranty??
