Bonding for Lightning [RE-wrenches]

My understanding is that a ground electrode system (GES) for a lightning 
protection system (LPS)must be bonded to every other GES for the 
structure.

But, if the "LPS" consists of only an air gap where there is normally no 
continuity between the equipment grounding conductor coming from the 
frames and the GES, can it be said that this is not actually a LPS and 
therefore the "LPS GES" does not have to be bonded to other GES's?
