Feedback from City of Berkeley [RE-wrenches]

I just got back from meeting with the City of Berkeley building department
about their new PV policy.

Here is about where we are at:

1) The PV backfeed breaker in the main panel is a PV AC disconnect and no
additional external lockable safety switch will be required.  (No more PG&E
switch, no more switch required by the city.)

2) You got to have an external safety switch to serve as the PV DC
Disconnect, mounted next to the inverter, even if you are using a Xantrex or
Fronius with integrated disconnects.

3) Now since they are still on NEC 2002, they are thinking of requiring and
additional DC disconnect on the outside of the building, if the inverter is
on the inside.  But in light of the wording from the NEC 2005 they are
considering whether or not to keep this requirement.

4) Currently, a feeder tap below the main running to a fused safety switch
is not allowed for connecting the PV output.  However, they are considering
our arguments as to the suitability of this and may decide to allow the it.

So it's pretty much a wash, good bye PG&E safety switch on the AC side,
hello safety switch on the DC side.
