I am almost positive a stacked pair of SI4248's would start and run it
no problem.
They can each do 100 Amps for 2 seconds (12 kVA @ 120 Vac)
Through an autoformer a single SI4248 would give you 50 Amps per leg
(12kVa @ 240) for 2 seconds (assuming the autoformer did not saturate)
A stacked pair would give you 100 Amps per leg (24 KVA @ 240 Vac) for 2
seconds.
The running load of the pump should be no probpel at all.
 
I would be willing to let you try it out first if you like.

It is a three wire pump... 240 volts (thats why the stacked 3648's), 
Gould pump, #8 wire down the hole. The well is 480', static level at 
440' (!) so is cannot be downsized to a 1 or even 1.5 HP, plus it is 
already installed.

I guess if dual 3648's won't start, it the new/used power panel I just

found out about consisting of two SW2512's would never cut it either
right?
