HI Matt,

We are talking the Eel river, huge in the winter anyway.

No this guy is going to have to move the main panel
hes red tagged because he lives in a flood plane, and if it floods  
the main panel will go underwater.  So will the house but that seems  
not to matter to the building dept.

They want him to raise the box up 10',  build a platform for the  
meter reader etc.

Ah, regulations.
