Hi Jay,
It's pretty clear that the State requires proof of a finalized building
permit to get the rebate. This is basically to prove that the job was
done properly and actually accomplished, not just a scam to get money
from the CEC fund.
I hate to say it, but I think your customer is trying to push a rope.
