One word. Onerous.

I have two situations but will just bring up one here.

Commercial building with 600 amp, 208 volt , 3 phase service.
Main is in middle of building in shallow double door closet, fed 
underground.  Conduit comes up on outside of building and goes straight 
to riser which is metered through rack mounted CT's.

12kw on roof feeding two 6000 kw inverters.
these inverters are protected by 40 amp 2 pole breakers.

I want to tap after the CT's and set a 100 amp panel which will have the 
two 40/2 breakers in it.  These two breakers serve as the service 
disconnect for the main by the 6 handle rule. There is no load in this 
panel.

Question is should this panel have a 200 amp bus and a 100 amp main?

Or is it ok as is.

I know someone will say load can be added.  That's fine as long as not 
more than six hand throws are required to disoconnect the service.  
(that's my story and I'm stickin' with it).
