Backfeeding a 200 amp panel with an Outback 3048 [RE-wrenches]

Is it legit to backfeed a 200 amp main panel with the 1 pole, 60 amp
breaker that is recommended for the Outback FXGT 3048 considering the
20% rule?  I know that most of that amperage is pass through, as the
most a 3kW inverter should be able to produce at 120V is 25 amps, but
the manual says that the largest instantaneous output current is 70
amps.
