Hey Jeremy,

In the old days, folks often had 60 amp services.  Today a 200 amp
service is often recommended, but he is right in that you can no longer
install a 60 amp service as 100 is now the minimum.  

This would be code for connecting a home to the utility service
provider.  You aren't doing that.  Sounds like he found this in the NEC
and he's holding onto it like a pit bull, unable to see anything else.
