CALSEIA's position is that RECS belong to the owner of the generating  system.
 
However this issue is tied up at the PUC in California- The utils and their  
buddies , including the large manufacturers are going after rec ownership. not 
 to mention net metering. Look forward to  a very interesting year in CA.  
And Join CALSEIA if you support independent PVgeneration. No kidding big efforts 
 will be needed.
