When I lived in Japan I had a chance to visit a residential PV
installation. There was no performance incentive for residential
customers that I was aware of, only an upfront rebate.
TEPCO, the utility serving greater Tokyo area (40 million customers)did
have a "time of use" metering option whereby upon the customers election
they pay about a 72% premium or +$0.31/kwh (102Yen/$) compared to the
normal $0.18/kwh rate. These peak hours (10AM to 5PM) overlap solar
hours so customers installing PV would choose this option. I observed
"time of use" metering combined with an output meter for PV production
sold back to the grid.
This system was purchased during the period that the government offered
a 50% upfront rebate. Combining that benefit with the time-of-use
metering generated a 10 year payback on the investment with only 3.2 sun
hours of solar resource in Tokyo!
