I would say that off grid systems don't need performance monitoring
for two reasons. First, if the customer has a specific need (home,
lighting,SCADA, pumping, etc.) and it isn't being met, they have every
incentive to make it work so they get their benefit. Second, off grid
systems currently are almost all "cost effective" because the buyer
has chosen solar power over whatever, if any, other choices they may
have. For these reasons, an up front rebate, tax credit, etc. on
equipment costs would work fine, if any incentive is deemed needed.
