Hi Bob,

Western Mass Electric and Mass Electric both accept the KWH meter required
by MTC (the state rebate agency) as the AC Disconnect.  (Although they do
require a separate utility visible disconnect if connecting to an urban
network loop).

If you know of an electric utility that does NOT require AC disconnects on
grid tie systems, could you please forward me their name and access info. 
Portland General Electric is no longer requiring them and we are trying to
make a case with PacificCorp to do the same.  They want us to provide the
names of 10 utilities that no longer require it, before they'll consider
it.  I'd love to provide the info and watch for the response!
