Vanner Battery Equalizer problem [RE-wrenches]

System using a Vanner 60-20A battery equalizer to even off center taped 24v
battery bank (12v pulled off of one half to supply small loads) is
experiencing problem. The 12v supply half is actually receiving more current
than it should therefore the other half of the battery bank is constantly
undercharged.

Does anyone have experience with this situation?
