Bill,

I was on the design team for a National Guard Armory that their
planning committee wanted to include the latest technology including
solar.  Due to the roof design they wanted, the entire building needed
to be rotated differently from the original parking lot layout, but
that did not matter since it would be up on a hilltop with no other
buildings in the area.

A local architectural review board (retired architects!) reviewed the
plans which they would not approve unless the building was "square
with the nearby highway".  Since this would make the solar array and
passive thermal wall face due east, the entire solar feature was
killed off.  Yes, depending on local building codes they can reject
anything for any reason, especially if it is a historical issue.
