Though the util pays, this is very dangerous stuff. Essentially they can go 
to the PUC later and "prove" that distibuted PV is not cost effective- at this 
point they can make it a ratepayer issue. They could argue that this 
constitutes cost shifting to other ratepayers who, they argue, do not benefit. The next 
step would be to asign the cost to the PV installion on a "fainess" argument.
Their position that distributed PV represents a "load" is totally wrong.
