USE-2, rats and rugrats [RE-wrenches]

I missed the NABCEP question about wearing gloves and
rat-luring-salt-residue was not even one of the answers....

I was more concerned in my post with rugrats -  of the teenaged variety
(possibly suffering from testosterone poisoning).  One reply to my post
mentioned a requirement that anything below 8' have the cables carefully
tucked away so they are not a handhold.  Could someone point me to the NEC
reference I am dealing with here?
