Dear Chris,

I would (1) talk face to face - not by phone - with the mayor and individual
city council members privately and get their general support for PV, (2) reason
in private with the head of Planning and Building and get his/her support, (3)
talk face to face in private - not at the permit counter - with the person who
made the punch list and find out if anything other than health and safety issues
are bugging him/her.

If the issues are simply appearance and setbacks and normal electrical code
requirements, then comply and charge the cost to your customer.

Every day another PV contractor is drawn into the struggle. Learn from other
