Bruce,

A lower tilt angle will result in better summer performance and therefore
better TOU performance in general. The best available software to evaluate
these options is the Clean Power Estimator that Tom Hoff put together. It is
available on the CEC website,
http://www.consumerenergycenter.com/renewable/estimator/index.html.

30 degrees facing south optimizes annual energy production in California but
does not optimize value when using TOU metering.

Here in SF Bay Area we typically tilt PV module to 30 degrees for best year
round performance for grid tied systems. I occurred to me recently that
laying the panels further back to 20 or 15 degrees would capture more of the
high value energy when using a Time of Use meter (western sun later in the
afternoon etc.)  I thought this might help also when panel orintation was,
by necessity, slightly east of south, but a TOU meter was in use. Does
anyone have firm figures or a strong opinon about this.
