$25,000 is too restrictive. Most residential PV installed in Southern California
Edison territory is on bigger homes paying the Tier 4 rate of $0.25993/kWh.
There are homeowners who want, have the space for and can afford 2, 3 or 4 Sunny
Boy PV systems.
