It sounds like the backup, gas fired hydronic tubing was set too deep.
Here in the Midwest where we have very cloudy Nov and Dec, the solar
loops are set deep in a high mass sand bed and turned on in late
summer/early fall to store heat while the sun shines.

The back-up gas (sometimes wood fired) loops are in the slab like in
most hydronic heating systems.  If the solar is not supplying sufficient
heat, the gas system should work exactly as if the solar component was
not present.
