Conduit inside the tracker pole [RE-wrenches]

I have a customer that:

A. Owns a machine shop

B. has big sign design experience

C. Wants to fabricate a flange mount for his tracker pole

D. Wants to run the conduit inside the tracker pole

Questions and details:

We thought we could stop the conduit a foot or so of where the combiner 
box will be mounted and cut a hole and add a bushing to get inside the 
pole. Basically the bend of wire from the bushing to the upright 
conduit would NOT be in conduit.

Can you see problems or code issues with this?
