I have encountered this on a few occassions.  There are two obvious
answers, based on my experience.  Mo already questioned one of them and
Keith hit on it as well....A change in consumption, either from usage
patterns or a failing appliance.

If that isn't the cause, it is possible that the Revenue Meter is not
truly a "bi-directional meter"....It may actually be spinning the wheel
backward but the dial indicators continue to move forward.  This can
happen with mechanical or digital meters.  The reason for this is that,
a few years back, some Utilities began buying meters that do this in an
effort to prevent power theft.

This situation was unknown to the Solar Department at SMUD until a
couple of embarrassing situations came up.  I'll forego the stories,
even though they are quite funny and enlightening, and stick to a simple
suggestion:

Contact the Utility and request verification that the meter is indeed a
true bi-directional meter.
