A Variaty of Meter readings [RE-wrenches]

This is pretty common almost to the point of "normal" (though .7V is pushing it a bit). As Rick pointed out there are many variables, w/Vdrop potentials all over the place. I have a Tri-met, Crusing Amp +2, Equus (very old) and a hand-held RMS Beckman they all read within 0.05V of each other. I would venture to say that this is unusually close.

The earlier Beta Outback meters were way off, I suspect the versions shipping now are pretty darn close. I know that Ralph @ Tri-met has always taken pride in his meter accuracy.

Clean and redo all meter connections and those leading to the meter connection point all the way back to the battery. You might start by using your Fluke to read Vdrops across connections to find a trouble spot.
