CA interest: FLAC [RE-wrenches]

Yes, I've been receiving their mailings all along. It seems that they 
are very concerned with the CA proposal to certify electricians. As 
it is now, almost anyone can work under your license. Believe me when 
I tell you that it is NOT that way in most other states where 
individuals must be licensed to turn a wrench. What freaks them out 
most is the support for a certification comes strongly from the IBEW. 
It's a no-brainer for them as their apprenticeship program teaches 
and is set up so that the kind of certification testing proposed will 
insure that all their journeyman sparkies will be certified. The FLAC 
group sees this as a direct threat to biz as usual for independent 
contractors. And it is, sort of. It will certainly cost more for 
independents to establish an apprenticeship program where one does 
not exist. I am not a particular fan of the IBEW (I don't DO 
organized religions) but I do admire their commitment to training. 
Outside of IBEW and NECA programs in CA there is none other than OJT. 
CA has 10X the electrical fires that states with individual licensure 
have. Is there a relationship? Well....ya gotta say at least MAYBE.
