Bill:

Bingo!  This must be how the unlicensed are skirting the law and the CEC
requirements.  This is great logic on the part of the CEC, and I support it.

While there may be some owner installed systems that are done correctly, I
haven't seen any of them yet.  I have repaired several systems installed by
owners.  I have repaired even more systems installed by unlicensed installers.

I do hire on to consult with owners who want to perform most of the work
themselves.  I can confirm the design, ensure they use the correct
materials and procedures and check their work before any parts of the
system are energized.  I can also provide guidance on safety issues
regarding electrical hazards.  If I have adequate control over the quality
of installation, I am willing to put my name on the job.  I don't know if
this scenario would qualify as a contractor installed system, but who says
the owner can't do some of the preparatory work?  I believe the important
concept is that a licensed contractor, who has proven at least to some
degree he or she is competent, certifies that the work is done correctly
and safely.
