Allan,

All professions have the type of person you speak of. Most professions have
a licensing board, (State Board of Professional Regulation in a lot of
states) that supervises the licensing process, and also hears complaints,
and takes action. In some professions, this is controlled by the profession,
and in others, it's by the state. I think Dr's and Lawyers are often
licensed by the state, but the conduct review board is usually private
("industry" controlled). The state boards are typically made up of several
industry folks, one or two state people, and a private citizen or two.

As you can see if you follow this stuff in the paper, the review boards are
frequently criticized for not doing enough to find and punish the bad
apples. Also, even with this structure in place, most members of a
profession are VERY reluctant to "turn someone in". (Thank heavens some are
turned in.) Doctors in particular are getting heat for letting bad folks
practice for way too long.

So we can, and should, model on other professions rather than reinventing
the wheel on this. BUT, it still will not solve all the problems, and the
boards can become a pain/obstructionist. I know a local electrician who does
work in two states. He got in BIG trouble, almost lost his firm license (and
this is a big firm for these parts) because he was using people with a
journeyman's license in one state to do some work in the other state. It was
a BIG DEAL, not just a slap. Smacked a little too much of the "tightly
controlled marketplace" we were talking about earlier.
