LADWP, IBEW, lockouts and prune juice, please [RE-wrenches]

Marco and all,

I have been catching a few of these alegations in passing and would like to
know what is going on. The SW UPV is NOT an issue in LADWP territory.

LADWP did do some islanding tests at the Village Green site in Silmar to see
if the old SW UPV units would island. They found that the only way they
would island is if they ran a very large 60 kW diesel generator. Since any
small PV inverter will island under that condition, it was not an island
test as much as it was a confirmation that large uncontrolled generators can
cause all kinds of havoc with system protection. This test was discussed
three weeks before it was done and the outcome was predicted exactly as it
happened. At the time of the earlier meeting, I made it very clear to those
doing the testing that the result of that test had NOTHING to do with
islanding of PV inverters and they all agreed.

The IBEW lockout was not instigated as a result of this test. The lockout
was a leverage move to get LADWP to comply with proper internal procedure,
allow time for developing new working procedures that were never developed
for lineworkers, and to see if some leverage could bring the union some more
work in LA.

The SW UPV worked as expected with the only surprise to them was that the
unit restarted after 90 seconds. Since the testers were unaware that the
unit had been listed to the draft standard, they were surprised and no one
on site during the test knew that this reconnect time would be less than the
current 5 minutes in IEEE Std.929-2000.

Now, for some reason, the islands' utilities are looking into islanding
issues for their handful of old SW UPV inverters.  Isn't this the alleged
guilty party in the LADWP service area which has led to the wholescale
lockout?  Can you provide me with a contact name and phone number at LADWP
for someone that is up on their experience with possible islanding of these
inverters?  I'd appreciate it.

Anyone know whether other utilities, CA. or otherwise, are also looking at
the SW UPV as potential islanding source? Matt L.? What's SMUD's attitude
about the SW UPV?

Just when we thought that the grid-tied SW controversy had been resolved...
