Solar Lockout [RE-wrenches]

The LADWP Solar Group is concerned about the lockout, is powerless but looks
forward the lockout's speedy end and will credit customers $50 or a credit
equal to the actual output of the PV system whichever is higher with a very
generous calculation (DC PTC x 5.5 sun hours x lockout days). The City of
Los Angeles is committed to 100,000 solar roofs (100 MW) by the 2010. At 2
kW a pop, that's over 1,000 PV systems a month. Kinda hard to get people to
buy tickets to the game when there's a lock on the gate.
