Solar Lockout [RE-wrenches]

Hi Joel,
This lockout issue is frustrating at best. I just received e-mail from a 
recent installation that was locked out; here it is, as well as my 
response.

Graham,
I'm really busy now, but will do the testimonial after the end of June 
when our play opens.  Also, the inspector came and padlocked our unit to 
the off position for what he says will probably be months!  I guess 
there's some beaurocracy in the DWP that explains it.

Hi Maria,
I am so sorry to hear about the LADWP temporarily locking down your 
solar electric system.  This started on April 25th and will hopefully 
end soon.  I wish LADWP had contacted contractors about this instead of 
contractors finding out from customers who are upset.  This has put my 
installation business on hold in L.A.
 
What is really going on is the following:  The lineman's union wants a 
raise from LADWP.  They claim that details of their contract have 
changed and now power is feeding into the branch circuits of the grid.  
The parent union of the linemen is the IBEW, International Brotherhood 
of Electrical Workers.  The IBEW has been criticized from within for not 
gaining a measure of control of the cable and fiber optic industries.  
They seem determined to have some sort of control or influence within 
the emerging solar electric industry.  They want high paying jobs for 
their members at the expense of people such as you.
 
I had no idea your system would be locked down when I was installing it.
