The requirement for ground fault protection for the PV array got into 
the NEC because it is written by the National Fire Protection 
Association.  

Anything that makes the fire department happy is OK with me - we don't 
want them worrying about the safety of PV systems - the utilities are 
bad enough!  

I think the fire hazard from PV array ground faults is about as 
significant as the hazard from line tied PV systems islanding - both are 
possible but very unlikely in the real world.
