PG&E, SCE & SDG&E are the only utilities whose customers will be eligible to
apply to the CEC for Buydown funds.

The reason is that they are the only ones who contribute to the funding, via
the monies collected by the IOU's in the form of a "Public Goods" tax.  This
tax is payed directly to the CEC for distribution.  AB29X is the authority
or "mandate" that tells the CEC how they have to distribute it.

The Munis collect a "Public Goods" tax, but the manner in which it is
returned to their Customers is left up to the individual Muni with some
guidelines attached as to the "types" of ways they can use it.  (Energy
related contributions to Charities, Energy Efficiency Programs, HVAC Load
Management programs, PV, etc.)

The $8 Million that was appropriated to be spent subsidizing Muni Customers
was funded from the General Fund.  All General Fund money is "on the table"
right now in California due to the MASSIVE budget problems....ostensibly
caused by the "Energy Crisis" and the actions taken by the "Honorable" Gray
Davis to deal with it.

The intent of providing Muni Customers with access to Buydown funds was that
most Munis don't elect to spend their Public Goods money on PV or RE.  There
are many reasons for this.....<DELETED LONG WINDED EXPLANATION.....Merry

The CEC has the money allotted for the IOU Customers' Buydown program.  They
are in the process of finalizing, adopting and distributing the guidelines
for the 2003 Program.  Graham Owen mentioned a little about that in a
previous post a couple of days ago.

Personally, knowing how long it takes to get anything done at an agency
level, I am glad for ya'll that the CEC issued the "early February"
statement.  I am STRICTLY OPPOSED to unrealistic expectations.  In fact, I
am STRONGLY supportive of pro-active "expectation management".

IMHO - (For the record, when I say it, it means: In my HONEST opinion as
opposed to humble)  Knowing how long it takes to get anything done at an
agency level, I think it will be a tremendous achievement if they are indeed
"functionally open for business" in early February, as opposed to just "open
for business".

I hope this helps anyone who is a little confused over the happenings here
in good Ol' Sactown!
