Joel,

Very interesting, considering that you cannot get a rebate without a valid
building permit, and you cannot get a building permit without a valid
contractor doing the job (unless it's an owner-builder)! Sometimes not
getting jobs comes from being the highest bidder, not from the competition
being unlicensed or unscrupulous. Because of California law, you can't
employ a worker without having workers comp, by the way.

Normally,a retail sales and/or design company puts installations in the
hands of a competent contractor if they don't feel like getting a licenses
themselves. As I recall, that's a very common arrangement.
