I know it is challenging and sometimes dangerous to report offending parties, but
doing nothing may also reap bad karma. You might consider giving customers the
State License Board's toll-free number 1-800-321-2752 and telling them that their
insurance company will reject fire, damage, injury and other claims if work is
done by an unlicensed contractor.
