Don't think that any of these requirements are "air tight."  Even if the
various states require certification, that requirement can be subverted.
For example, the California Energy Commission requires a licensed
contractor performing an installation to qualify for the rebate program--
but I know there are installers in my area that hold no license.  I don't
know how they get this past the state.  I do believe they are doing the
customer a disservice and putting the customer's rebate in jeopardy.

Since I went to the trouble to obtain a license, pay worker's comp, hold
insurance and bonding, I feel that to compete against those that shirk
these responsibilities is unfair.  I've been sorely tempted to report the
offending parties, but have held off, probably for the only reason that I
don't want to reap bad karma.  I can only hope some dissatisfied customer
will blow the whistle.

What do others think about the concept of competing on an un-level playing
field?  Shouldn't installers have liability insurance and bonding?
Shouldn't installers protect their workers by having worker's compensation
insurance?  In California, you can't obtain any of the above without a
contractor's license (i.e. certification).  It's not all about hassling the
installer-- much of this is about protecting the consumers and employees.
