Yes purity of the h2 can be a problem but with a straight PEM it is
99.99% and even an alkaline can be that pure if output velocities remain
low ( large output ports relative to volume flow rate) to avoid
entraining of KOH and bubblers are employed.
Most current commercial electrolyzer designs  are throwbacks to
industrial designs were efficiency was not critical.
Scaling down in size is not really a problem .
A PEM also allows self pressurization and partial elimination of
compressor parasitic losses.

Reversible fuel cell is an option but although they are very similar
there are some differences that make them a compromise in efficiency and
cost.Also you don't have the option of simultaneous operation.
With economy of scale there is no real reason PEM electrolyzers cannot
be produced at attractive prices and add some additional real value and
demand to PV and wind markets.

Be careful though. There are some on this list who still think this
whole h2 idea is wacky and promoted by the dark forces of the fossil
industry ;-)    Yes you know who you are ;-)
