Jeff and Joel,
The program with the best performing residential grid-connected PV systems
in the nation is LADWP. Why? Because they inspect every single installation
and check to make sure it is working properly, is not excessively shaded,
and is installed properly. It requires someone who is sharp and well-trained
to provide that type of review--is that so hard?
The LADWP experience is that the first few systems are often quite rough
from a new installer. Once the installer has to go back and redo their first
few systems, they learn in a hurry how to do them right. The difference
between doing a system right and wrong is not a lot of hours. It's knowledge
they need. Every installer must take at least a one-day installation class
and must have their systems reviewed and fix any problems before being paid.
Simple, but effective.
Is it cheap--no. Is it worth it--absolutely!

Band of PV vigilantes? Now that's an image even more ludicrous than a bunch
of
PV stakeholders and bureaucrats cobbling together a PV rebate program (just
kidding). I think we have a functional rebate program that should not be
changed
until new goals are clearly defined and agreed upon. Please stop the
finger-pointing and tone down the rhetoric and focus on continued education.
Before going off half-cocked, let's get the details about this Long Beach
system
and suggest to the homeowner how his system can be improved.
