Max,

When it comes to solar water heating I always recommned a local 
contractor who uses local practices, maybe you could team up with 
someone, or just turn it over to someone experienced in solar heating. 
Good luck finding a local solar thermal guy, there should be some.

I wouldn't think that there would be much demand for radiant (or much of 
any) heat in Newport Beach. Something alot cheaper should do the job for 
the little heat needed there. Solar heating of domestic water and pools 
should be a no-brainer though. The system I'm using for myself would not 
be appropriate for your climate.
